Description : The initial response of the mucoperiosteum to inflammation consists of dilatation and congestion of the mucosal capillaries followed by a migration of acute inflammatory cells, predominantly polymorphonuclear leukocytes, into the affected area.

The submucosal layer becomes edematous as fluid leaks from the engorged capillaries.

As fluid collects in the submucosa, the mucosal layer becomes grossly thickener and develops a papillary appearance.
